You can start without fixed monthly fees because the services involved have free plans. Those plans have limits — for example, a free database can pause after a period of inactivity — so I'll tell you exactly what applies to your setup and when it would make sense to upgrade.
You do. The accounts are created in your name, and you are responsible for any payments to those services.
Yes. The school starter includes both languages with a switch.
Nothing stops working the day after launch. Sites do benefit from a check once or twice a year, and you can book a one-off check-up whenever you want.
